Depends upon how long you've had it to begin with, how long has it been inactive, and why? Depending on circumstances and how that number is associated (not just person but business as well), they may have to compensate you for it. If it's already assigned elsewhere and not in a generalized pool of available numbers, you won't be getting it back as it would be unfair to the other person, assuming they were innocent in all that.
