Passive aggressives on the walking track

We  always think of roadrage as a driving phenomenon but I swear the person walking on the track today in front of me would slow down cuz he's playing on his phone and then when I try to pass and call "pssing on your left" he would speed up until I dropped back. And  it would start again.
