That all four wheels are small means that the wheelchair user can't propel themselves - they must be pushed by a second person. The wheels don't swivel and the bar between the two back wheels guarantees that anyone pushing the chair is going to be kicking/stepping on that bar. And the forward lean means that anyone sitting in the chair is going to be incredibly uncomfortable. Also it's fully metal - no cushioning anywhere.

 

I saw it at the Denver Art Museum. I didn't take a picture of the plaque, apparently, so I don't know the artist.
