Cause they cant get where there are going at
Traveling thru a small town. Come to a folk in the office going around a small "square" in the center of town. Right side of the square, normally two way traffic, although one lane closed for road work.. Left side decievingly two lames but the right lane is for parking only. And where are the traffic cops? At the far end of the street,/square as traffic backs up.

If I know about it, I'll plan accordingly and give myself extra time, but it is annoying if I wasn't aware of the traffic and it makes me 10 minutes late
