Sure, crunches, burpees, planks and all of their variations help creating and mantaing muscles UNDER your belly.
BUT any real personal trainer will tell you it's strongly recommended to add a proper, tailor-made diet (=nutritionist expert) to your exercise schedule.
The reason is simply explained: belly fat won't go away just with gym exercises (that helps you building strong abs under your belly fat, anyway), but with a proper diet, so that your "under-belly-fat-muscles" will eventually show up on your abdomen.
